Land development
In 1992, John Chen acquired Plum Creek Villages, a 725-acre master planned community located in Castle Rock, Colorado. Over the next 15 years, Mr. Chen's land development companies in partnership with national builders such as Beazer Homes, Pulte Homes and U.S. Homes, have been involved in the development of construction of more than 1,500 residential units, creating a value of over $400 million.
In 1994, John Chen formed the Plum Creek Metropolitan District, a quasi-governmental taxing authority which provided supplemental funding to help construct many of the roads and utility services for Plum Creek Villages.
Plum Creek Villages was originally planned as a diverse residential and commercial golf course community.
