The acquisition of Plum Creek Villages in 1992 included 35 acres of commercial-zoned property. Over the past 14 years, John Chen and his staff have worked with Douglas County officials in the development of the newly created Douglas County Fairgrounds facilities now located on much of the 35 acres. These include soccer and baseball fields, playgrounds, bathroom facilities, parking, and a 10,000 seat indoor events stadium.

With these new improvements, Douglas Country expects to attract more than 1,000,000 visitors to the Fairgrounds each year. H.J. Resource Corp. also partnered with Qwest Telephone Company to construct a 7-acre service center which serves most of the Town's over 25,000 telephone customers.
